This contract position will be in support of the United States Agency for International Development (USAID) Policy, Planning, and Learning (PPL) bureau.

• PPL enhances USAID leadership and program effectiveness by setting a coherent development policy agenda for the Agency and facilitating evidence-based programming that unites USAID and its partners around a common vision for achieving development goals. In support of U.S. national security and foreign policy objectives, PPL defines and coordinates U.S. development and humanitarian policy with internal and external stakeholders, and shapes policy to support USAID’s new elevated role at the National Security Council. PPL also leads USAID engagement with bilateral donors and multilateral organizations to influence global international development policies, standards and best practices.

• As USAID’s lead for program planning, PPL strengthens the Agency’s capacity to develop and implement evidence-based and innovative programming. PPL promotes a culture of learning and adaptive management to improve USAID’s impact, inform decision-making, and ensure efficient use of foreign assistance resources.

• Finally, PPL serves as the technical and operational home to more than 350 career FS Program Officers and builds the capacity of Agency Contract and Agreement Officer Representatives to enhance USAID’s programmatic results.

Minimum Qualifications:
BA Degree in a relevant field, including International Relations, International Development, Private Sector Engagement, Human Resources, or another related field (required)

MA preferred

Experience Requirements:

Proactively build applicant sources by researching and contacting relevant international development forums and networks, recruiters, social media, and internet sites to attract a qualified pool of candidates

Attract applicants by placing job advertisements

Support the maintenance and expansion of a current database of qualified and vetted candidates that can be quickly engaged for assignments

Collaborates with PM to drive strategy to anticipate and prioritize upcoming sourcing requirements

Evaluate candidates by discussing job requirements with Hiring Managers

Determine applicant qualifications by interviewing applicants; analyzing responses; verifying references; comparing qualifications to job requirements

Preparing presentation of candidates for client review as applicable

Arrange interviews by coordinating schedules with candidates and the client

Participate in public outreach efforts and external recruitment events

Identify targeted recruitment sources, networking leads, job fairs, conferences, and advertising resources to attract and further expand the recruitment network
