TAP EG Project Director

Position Description:

The Project Director will serve as the main contact for the USAID Contract Officer’s Representative and will bear primary responsibility for technical aspects of contract performance, as well as procurement, personnel, reporting, and other management-related requirements of the contract. The Project Director will be responsible for providing technical and administrative direction and guidance, and place and support all technical experts carrying out technical requirements; reporting to USAID technical and contract personnel in accordance with USAID reporting requirements in Section 6; and ensuring quality and control methods are consistent and transparent for all contracted Activities and functions. The Project Director will be responsible for the following:

  • Providing technical and administrative direction and guidance, and place and support all technical experts carrying out technical requirements.
  • Reporting to USAID technical and contract personnel in accordance with USAID reporting requirements in Section 6; and
  • Ensuring quality and control methods are consistent and transparent for all contracted Activities and functions.

 

The Project Director must possess strong management skills, writing skills, and interpersonal skills for dealing with a wide variety of projects, contracts, counterparts, personnel, and other related issues.

Minimum Requirements:

The Project Director must demonstrate the commensurate academic and professional experience as well as technical, leadership, administrative, and communication skills to match the above job description. The Project Director must meet the following minimum academic qualifications and work experience requirements:

  • A Master’s Degree in a relevant field of study and a minimum of ten years of experience in managing international development activities relevant to the SOW OR a bachelor’s degree in a relevant field of study and a minimum of fifteen years of experience in managing international development activities relevant to the SOW.
  • The Project Director must demonstrate a sufficient understanding of economic analysis, monitoring and evaluation, and of general economic subject matter in order to determine the suitability of proposed team members for specific Activities and to provide quality control during implementation. Expertise in cost-benefit analysis, cost-effectiveness analysis, growth diagnostics, management, and performance evaluations is highly preferred.
  • Proven leadership in the administration of similar size international donor support programs with skills in strategic planning, management, supervision, and budgeting. Experience working in developing countries is required.
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead and work collaboratively within multi-disciplinary, diverse teams. History of leveraging diversity of background to improve decision making and organizational effectiveness. A familiarity with, and commitment to, addressing gender equality in economic growth is also required.
  • Evidence of strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the Activity. This includes presenting to U.S. and foreign Government officials, private sector leaders, and other stakeholders on the vision and progress of the Project.
  • Demonstrated ability to overcome challenges. Demonstrated resilience and tenacity in the face of difficult and complex situations. Record of analyzing challenges and finding effective solutions that resolved issues and/or identified a path forward.
  • Demonstrated ability to communicate effectively across diverse cultures and leveraging cultural sensitivity to improve the effectiveness of communications. Proven track-record of productive and positive communication with colleagues and peers from different backgrounds.
  • Evidence of experience providing assistance and guidance to a diverse array of internal and external stakeholders. Proven track record in supporting a diverse team to improve customer service outcomes.
  • Demonstrated ability to quickly learn new technical areas and operational approaches.
  • Demonstrated openness and ability to adapt to diverse environments and cultural norms to become proficient in new techniques and approaches to contribute to successful outcomes. Proven track record of taking in new ideas and approaches, internalizing them, and adding to a repertoire of hard and soft skills required to operate effectively and efficiently in diverse environments.
